2018 is an anniversary year for our journal: September marks 95 years since the publication of its first issue.

Summing up the results of the past year, we can say that despite the objective difficulties associated, in particular, with a decrease in media circulation, and the lack of funds for development, the Editorial Board of the journal fulfilled all its obligations to the subscribers and subscription agencies publishing all the 12 issues of the journal in a timely manner. At that, the total volume of publications amounted to 1020 pages while the plan was 768 pages, which corresponds approximately to four additional issues. The geography of authors is represented by 23 regions of Russia, in addition 18 articles of foreign authors were published.

The journal has preserved traditional rubrics: Building Materials and Products - 46 articles; Building Structures, Buildings and Facilities - 44 articles; Architecture of Buildings and Structures. Town Planning - 22 articles; Structural Mechanics - 14 articles; Bases and Foundations, Underground Structures - 14 articles: Information Systems in Construction - 8 articles, etc. The number of articles on technology and organization of construction, ecological safety of construction and municipal economy is obviously insufficient (5 articles each).

According to the Russian Science Citation Index, the scientific-technical community on the whole assessed the content of the journal positively. Thus, according to the number of citations in 2016, the h-index, rating of SCIENCE INDEX, and the results of public expertise, the journal occupies the 2nd and 3rd places among such periodicals in the construction area as "Magazine of Civil Engineering", "Construction Materials", "Vestnik MGSU (Scientific and Engineering Journal for Construction and Architecture" and others.

We welcome the authors' publications in thematic issues on the occasion of the organizations' anniversaries. However, this does not mean that the writing of such articles can be treated more easily, which, unfortunately, occurs sometimes, and the attention of heads of organizations should be drawn to the inadmissibility of such an approach.

In 2017 the work on bringing the journal in line with international standards, preparing it for indexation in the foreign databases, on improving the sites in Russian and English was continued.

In 2018 the tasks were set for publishing analytical reviews, increasing the number of publications of foreign authors, improving the actuality and quality of publications as well as for intensifying the work with members of the editorial board and large construction complexes.

Taking the opportunity that this is the first issue of the journal in 2018, the Editorial Board and the editorial staff of the journal congratulate the authors and readers on the New Year and wish everyone successes in work, health and happiness in their personal lives.

To the 95th Anniversary of «Industrial and Civil Engineering» Journal

The journal was established in 1923 by the decision of decision-making authorities as a scientific-technical and industrial edition: from September 1923 till September 1958 it was entitled «Construction Industry», from October 1958 till May 1992 - «Industrial Construction», and since June 1992 - «Industrial and Civil Engineering» («PGS»).

Its publications have always reflected innovative ideas of science and practice, issues of safety of structures, management and organization of construction works, problems of town planning and architecture, etc. Such leading scientists and practitioners, architects and engineers who made the glory of construction in our country, as V.G. Shukhov, N.P. Melnikov, A.V. Shchusev, A.A. Gvozdev and many others used to publish their works on its pages.

Being the only edition in the field of civil engineering and building materials industry the «PGS» journal has played an important role in restoration of the national economy after the wars and disorganization.

1920s. The journal covered the experience in construction of «house-communes». The country was rising from the ruins of the First World and Civil Wars. The so-called non-contracted construction (self-managing) predominated; construction works were carried out mainly in the warm time of the year.

1930s. During the industrialization the journal's pages were occupied with reports about the commissioning of enterprises of metallurgy, chemistry, machine building, building materials industry, about the construction of cities of Magnitogorsk, Komsomolsk-on-Amur, Nizhny Tagil, Zaporizhstal metallurgical works.

1940s. During the war and post-war years the journal told the readers about the transferring of industrial enterprises to the East of the country and their quickest putting into operation, about new norms and standards for construction under the war time conditions, about the construction of shelters, building the bridges and passages across the rivers, road construction, about rapid urban regeneration, restoration of factories and plants, houses.

1950-1980s. In the period of rapid development of the country the journal covered the creation of the fuel-and-energy complexes (FEC), the industrial base for prospecting and production of oil, gas, non-metallic materials for construction, the erection of the great objects of power engineering, automobile giants on the Volga, the Kama, and in Belarus. At that time a lot of attention was paid to fast and production line construction, a rotational schedule of work organization; advanced methods and technology of building production were introduced.

Remained in the past were the most difficult 1990s, when the focus was not just to save the journal as such, but in the confusion of market transformations not to lose its «face» as an authoritative, professional, scientific-technical, and industrial edition, and save its staff. And it seems that we managed to do it, not without reason, today the journal is included in the List of leading peer reviewed scientific journals, in which the basic scientific results of dissertations for nomination to scientific degrees of the Doctor and Candidate of Sciences in the field of construction and architecture should be published.

2000s. Keeping up with the times, the journal expanded the range of published materials due to inclusion of issues of town-planning, architecture, activities of public and professional organizations, commercial structures, development of new normative and legal documents.

The best forces of science and practice are cooperating with the journal. The Editorial Board of the journal is composed of Doctors and Candidates of Sciences, heads of design and scientific-research organizations and enterprises of construction industry. In different years, the magazine was headed by prominent scientists, heads of ministries and departments.

Themes of our magazine include now many issues of business partnership being, in essence, a connecting link between science, practice and business. Our founders, the members of the Russian Society of Engineers of Construction (ROIS) and the Russian Academy of Engineering (RIA), exert a great influence on the thematic scope of the publication. The main goals and objectives of ROIS and the construction sector of RIA, and therefore also of our magazine, are to promote the development of investment-construction activities in Russia, the development of construction science, enhancement of the role of the Russian engineering intelligentsia and the prestige of the profession of an engineer-builder, the development of integration of science achievements into the world community.

Taking into account the composition of authors the journal long ago became international: scientists and specialists from Azerbaijan, Belarus, Bulgaria, Vietnam, Germany, Iran, Kazakhstan, China, Lithuania, Poland, Tajikistan, Ukraine, Finland, Czech Republic published their articles in it.

Our edition fruitfully co-operates with the Russian Academy of Architecture and Construction Sciences (RAASN), the Moscow State University of Civil Engineering, the Saint-Petersburg State University of Architecture and Civil Engineering, the Central Research Institute of Industrial Buildings, the Steel Structures Research and Engineering Institute named after Melnikov, the V.A. Kucherenko Central Scientific Research Institute for Building Structures, the Moscow Research and Design Institute of Typology and Experimental Design, Mosproject-2 named after M.V. Posokhin, the Production and Research Institute for Engineering Survey in Construction, the Moscow State Automobile and Road Technical University and many other organizations of Moscow, Moscow Region and other regions of Russia.

In its jubilee years the journal conducted «round tables», reported to broad readership, received many greetings from prominent scientists, heads of construction complexes, statesmen.

In connection with the 85th anniversary from the date of publication of the first issue the journal was awarded with the highest engineering award of the country - the order of «Engineering Glory» by the Russian Academy of Engineering «For outstanding services for the Russian scientific and engineering community».

The journal «PGS» is distributed only by subscription in Russia, countries of CIS and outside the former Soviet Union.     «Industrial and Civil Engineering» Journal is the oldest Russian engineering-technical and scientific-educational journal which has been published since 1923, ISSN 0869-7019.

    Goals and objectives of the journal

  • throw light upon modern achievements of the science and technology, research studies carried out in Russia;
  • promoting the best Russian and international practice in the field of developing the strategy of innovative progress;
  • creating a professional platform for discussing trends and policies in the sphere of the science, technologies and innovations in architecture, industrial and civil engineering;
  • active support of economic, social and legal transformations in Russia, particularly in such important fields as introduction of environmentally-friendly technologies in building production, rise of energy-resource saving in construction;
  • all possible assistance in training of highly qualified personnel at the university level, as well as through post-graduate study, doctoral studies and the system of qualification improvement and professional retraining.

    «Industrial and Civil Engineering» Journal has been traditionally included in the List of the reviewed editions recommended by the RF State Commission for Academic Degrees and Titles for publishing the materials of dissertations for PhD and Doctoral degrees.

    The Journal is distributed by subscription in Russia, the countries of near and far abroad, and indexed in the data base on the elibrary.ru platform.


    1. Papers must be submitted with the understanding that they have not been published elsewhere (except in the form of abstracts or as part of a published lecture, review, or thesis) and are not currently under consideration by other journals.

    2. Each author is responsible for ensuring that the article's publication has been approved by all the other coauthors (joint and several liability). The authors are also responsible for ensuring that the articles emanating from a particular institution are submitted with the approval of all the necessary instances, as well as for ensuring that the material stated in the article does not contain information prohibited for public release (the presence of an appropriate certificate of examination).

    3. A condition for submission of a paper is a permission of the author (authors) to edit the article according to publishing requirements and normative documents. All enquiries concerning the publication of accepted papers should be addressed to pgs@inbox.ru.

    About Authorship

    1. Authorship is an explicit way of assigning responsibility and giving credit for intellectual work. These two aspects are linked. Authorship practices should be judged by actual contributions to the final product. Authorship is important to the reputation, academic promotion and receiving the grant by individuals involved as well as to the status and reputation of their institutions.

    2. Sometimes disputes arise regarding the list of authors of an intellectual product and the order of their enumeration. Disagreements over the authorship may cause significant harm to the prestige, efficiency and reputation of individuals involved and the academic community to which they belong. Many such disagreements arise as a result of misunderstanding and incorrect information exchange among colleagues. This can be prevented by accurate pre-clarification of standards for authorship that are shared by the academic community as a whole.

    3. The order of the names of the authors of the articles is set by the authors and confirmed by their signatures on the application form.

    4. The «Industrial and Civil Engineering» Journal considers necessary the presence of signatures of all co-authors of the article on the application form, which is published on the site of the journal www.pgs1923 in the section «To Authors», and on the article itself (on the first and last pages of the manuscript). The author submitting the article is responsible for attainment of the agreement and all contacts with the journal and co-authors before and after publication. Any changes in the list of authors after submission to the journal, the addition or deletion of authors need to be approved by a letter signed by every author.

    Minimum requirements for Authorship

    1. All persons listed as authors should have a right to it and all eligible for authorship should be included in the list of authors. Each author should have participated sufficiently in the work to take public responsibility for appropriate portions of the content. One or more authors should bear the responsibility for the integrity of the work from inception to publishing.

    2. Authorship credit should be based on the following factors:

      a) significant contribution to the conception and development or accumulation of data, or analysis and interpretation of data;

      b) final approval of the version to be published.

    Financing or general supervision of the research group, by themselves, do not justify authorship.

    3. All other persons who have contributed to the paper but are not authors should be named in the foot-note with description of their contribution (for example, persons who provide the technical or general support only, help in writing, as well as persons or groups of persons, who made a material contribution to the paper but whose contribution does not imply authorship, may be listed under a heading such as «participated in investigation», «participated as technical consultants», «reviewed the research plan», «collected data» or «provided research».

    About duplicate publication

    1. If a part of the paper that an author wishes to submit to the «Industrial and Civil Engineering» Journal has been published or is planned to be published elsewhere, the author must present a detailed explanation in the covering letter. Consideration of the manuscript by the Journal is possible if the main result, conclusion, or implications are not borrowed from the other work, or, for example, if the work was published in another language.

    2. The author is responsible to get permission from the previous publisher or copyright holder, if the author is duplicating any part of paper (drawings or numerals, for example) published elsewhere, or a part of the copyrighted paper. The editorial board considers all materials assuming that the authors have permission to publish every part of the submitted material including illustrations.

    About Plagiarism

    1. Plagiarism is the use or close imitation of the language and ideas of another author and representation of one's earlier work for an original. Duplicate publications, sometimes called self-plagiarism, occur when the author reuses substantial parts of his or her own published work without appropriate references. This can be even an identical paper published in various journals, where authors add new data to the previous work.

    2. Plagiarism is obvious, when large chunks of text are cut and pasted. Such manuscripts would not be considered for publication. But minor plagiarism without deliberate intent is relatively frequent, for example, when the author reuses parts of an introduction to an earlier paper. The editors will make a decision in each case (according to their knowledge in this area and other literature, or if reviewers will pay attention to it) on the basis of its own assessment.

    3. In case of detecting the plagiarism after publication of the paper in the «Industrial and Civil Engineering» Journal, the journal will conduct a preliminary investigation. Depending on the extent of plagiarism, the paper may be officially retracted.

    Prior publications

    1. The following categories of materials published by the author before submitting the paper to the journal are considered as earlier publications:

      a) articles published in any publication, even on-line only, non-peer-reviewed publications;

      b) articles, book chapters, and long abstracts containing original data in figures and tables, particularly in publications of materials of scientific events, as well as posters containing original data and disseminated among participants of the event, e.g. displayed in websites;

      c) widely circulated, copyrighted, or archival report such as technical reports.

    2. Doctoral dissertations, available in data bases or institutional repositories, are not considered prior publications. The accommodation of data portions of submitted papers on the website is permitted with the proviso that the author informs the Publisher when submitting the paper that such material exists. In this case, the Publisher can determine the suitability of this article for publication. Failure to do so will result in automatic rejection of the manuscript.

    3. After submitting the manuscript to the «Industrial and Civil Engineering» Journal authors should not send it or its revised version to the preprint server. However, if the manuscript receives the final reject decision of the Journal or it is withdrawn from the editorial this restriction is then lifted.

    Ethical procedure

    1. Reviewers should inform the editorial about the suspected duplicate publication, fraud, plagiarism. A reviewer may recognize and report that he/she is reviewing, or has recently reviewed a similar or identical article by the same author (authors) for another journal. Readers may report that they have seen the same articles in other publications, or authors may see that their work has been borrowed. In all cases, the editors consider the ethical aspect and take appropriate measures summarized below.

    2. The editorial office, on the basis of the reviewer's opinion supported by appropriate material, sends a letter to the author in a non-judgmental form asking for an explanation. If the author's explanations are not acceptable and it seems that a serious breach of publication ethics has taken place, the paper is rejected.

    3. If the infraction is not so serious, the editor sends the author a letter with a reminder about the politics of publication; if the manuscript has been published, the editor may require the author to publish an apology in the journal to remedy the situation. If due to the author's actions, the copyrights of another journal have been violated, the editor writes a letter of apology to this journal.

    4. In serious cases of fraud that result in retraction of the article, the journal publishes a notice that the article is withdrawn.

    Responsibilities of reviewers

    1. Reviewers perform an expert evaluation of journal article on voluntary basis. Reviewers have the right to decline the invitation to review a certain article at own discretion, including manuscripts about which they do not feel competent. Reviewers shall submit their reviews within one month.

    2. The information and ideas got by the reviewers in the process of peer review of articles shall be considered confidentially and not be used by them in their personal interests. Peer review shall be objective and clear with specific reasoning of suggestions for improving the article, even if the manuscript cannot be published by their opinion.

    3. Reviewers in their reviews shall define possible plagiarism or duplications of the research data presented by the author earlier and draw the attention of the Editor-in-Chief to any serious similarity between the considered article and other publications and documents they know about.

    Responsibilities of editors

    1. Editor-in-Chief of the Journal is governed by the policy of the Journal.

    2. Editor-in-Chief can consult with other members of the editorial board as well as with the reviewers in the process of making a decision about the article publication. He promotes observing the «blind» reviewing of the articles.

    3. The editorial board and Editor-in-Chief aim at close cooperation with scientific and research organizations and institutions in accordance with recommendations on cooperation between research institutes, design organization, higher educational institutions and the Journal.

    1. The Journal implements a policy of rapid publication of high-quality research results, while maintaining rigorous, but benevolent peer-review. Manuscripts (except those that are of insufficient quality or not competitive enough for publication) will be peer-reviewed by specialists in the corresponding area. If due to special circumstances, the process of peer-review takes a long time, authors will be informed by e-mail. Priority in reviewing and publication belongs to manuscripts containing significant results.

    2. Possible decisions on a manuscript are:

  • accepted as it is;
  • accepted after minor revision;
  • accepted after major revision;
  • rejected.
  • If minor revision is required, authors should return a revised version within 15 days. If major revision is required, authors should return the manuscript within 30 days.
