    Abstract. The article is devoted to the role of reengineering of urban planning solutions that meet the interests of the reorganization (transformation) of territories and the development of blocks, micro-districts and settlements. The formation of an urban planning decision begins with the territorial planning stage. It is shown that the requirements for urban planning solutions projected on the territories and their developments are interrelated and have some convergence. Analyzing the stages of the life cycle of urban planning (engineering) solutions embodied in a tangible form, it is noted that the satisfaction of consumer needs in creating a comfortable and safe environment is implemented by reengineering, and increases the duration of the period of operation of such decisions. It is noted that the main elements of the concept of reengineering of the territory and development are the parametric model, resource provision, as well as organizational methods and implementation schemes. The elements of this concept are evaluated in order to develop a set of measures for the development of reengineering in construction.
