    Abstract. The article is devoted to the construction of models of information-control (cyber-physical) warning systems for emergencies in buildings by persons with disabilities. In general, the results of the work are aimed at providing comprehensive protection against the consequences of emergencies in buildings by improving the responsiveness and quality of service of incoming applications from persons with disabilities. The introduction of the module for sending "System 112" within the framework of the development of the conceptual essence (technological concept) of "Smart City" will solve the problems of ensuring the life and health of citizens, the preservation of property, ensuring personal and public security, as well as the need to counter threats to man-made, natural and acts of terrorism.
