    Abstract. The main directions of innovation management developing on federal and regional level, including short review of state programs innovative Russia-2020, Strategy of science and technology development of Russian Federation, Moscow metropolitan program City planning policy have been examined. Moscow territory and branch management system activity results in increasing energy efficiency of building construction objects are shown. The experience of creating and developing the Registry of innjvative technics and technical decisions and the Catalog of building materials, products, equipment and mechanism in Moscow territorial building catalog in 2012-2017 years have been examined. Different methods of evaluating economic and ecology efficiency of energy saving innovations and results of their implementation in construction have been overviewed and analyzed. An overview of Plechanov REA projects and programs chair's research works in creating methods and organization and economics managing mechanism in construction and repairment have been done. The recommendations for construction business how to participate in forming an innovation cluster in Moscow have been given.
